I believe it's a stone shield to protect the windshield if I'm not mistaken. Depending on the slope of the windshield & hood determines where it gets mounted.
That's why it's mounted in the middle of the hood on the coupe and not on the sedan. (Photo 3)
Also, look at the G35 sedan (photo 4) it's dead center because of the design of the hood. They can't mount it any closer to the front end utilizing all four brackets.

i think those police cars is just for show.. i have NEVER seen a Skyline police car here in Japan.. I mean there are hardly any patrol car here on the street.. and cops here don't really care if you speed.. 90% of the people here drive over the speed limit and cops here just don't care.. I just drove back from Yokohama, past Tokyo back to my apartment here in Chiba... I was driving over twice of the speed limit on 357...pass by a cop car.... nothing happen
