I wanted to suggest the tC too but it doesn't help when the original poster clearly wants something under $15,000. (In case anyone didn't notice, the tC starts from $16,000.)
Perhaps the xB is a more sensible choice. Cheap, fun to drive, 4 doors and lots of room.
But if you have to choose between the Civic and Corolla, I'd say go with the Corolla only because it has a stronger engine. Otherwise they match the features very closely with each other.

If saftey is your main choice the Corolla with side impact airbags is your vehicle of choice.
go test drive a tc. i had fun when i went out on a drive, and that was without the supercharger. i don't know if they got that sorted out and have them available, but for your budget that doesn't apply anyway. when you do go to the scion dealer, be sure to sit in the back seat. i couldn't BELIEVE how much room you have back there! speaking of room, if you want to turn your tc into a portable bedroom, the seats can be turned into a bed that works with the back seat.
