That's the 2000 Koenigsegg CC (it's made in Sweden (ala Volvo), by no means Asian).
The 2nd-gen (CC 8S) has been out for almost two years already too.
It's the only production car besides McLaren F1 that has a completely carbon-fiber body (and hence the light weight). http://www.koenigsegg.com/index.asp
2nd gen:
Acceleration: 0-100 km/h, 0-62 mp/h under 3.5 s
Top speed: 390 km/h, 240 mp/h
Quartermile time: 10 sec, end speed 217 km/h
Lateral G: 1.3 G
Braking distance: 100-0 km/h 32 meters
Dry weight: 1,170 kg
Aerodynamic Cd value: 0.29 with down force

I dunno if carbon fiber monocoque would qualify as all carbon fiber, but the American made Mosler has an all carbon fiber monocoque body. More info: Mosler's Site
