Springs are nothing more than metal coils. If you're trying to achieve a drop but dont care about spring rates, then cutting springs is no different than the manufacturer cutting their own springs. The difference is, one wants X specs while the company want Y specs.
This doesn't mean I condone cutting/heating springs because I don't. More than likely, someone is going to cut randomly and get a horrible spring rate that doesn't match their shock's damping rate. But if it's for aesthetic reasons, then it won't matter too much if the owner is okay with the potential horrible ride. If top notch handling is the goal, then skip with spring cutting because chances are, your car is not going to have the right suspension geometry afterwards.

I'm also looking for lowering springs and I would advise you to get springs that wont lower your car more than an inch because then ull have to get a camber kit and possible ball joints etc. Im guessing if your budgeted for springs your not gonna want to spend more on suspension parts. From my research on forums and talking to shops, if its more than an inch drop on the IS then you wont be able to do an alignment and get it back into spec, which means ull get uneven tire wear and can ruin your suspension. Do your research before you buy just any old springs. But IMO def get some kind of springs to drop the ride...itll look way more aggressive.
