Default 2001 IS300 Passenger headlight fix????

I bought my IS300 from my girl with the lowbeam out. Turns out the bulbs are all good. I guess the problem is the "voltage amplifier." Here's my question... Is that voltage amplifer a part of the overall headlight assembly? And why did my girlfriend's mechanic tell her $1200 for the part. I was pricing passenger side IS300 headlight assemblies online for $400-860. Anybody have experience with this? Getting pulled over for this often, have a fix-it ticket and need to get this taken care of. Want to fix this for less than $1200-1500.

well all you need is a ballast. which is located under the headlight inside a plastic cover. these go for $100 more or less online ebay or used from someone, or you can just get an aftermarket hid installed. both solutions under 100. just gotta spend some time installing or pay someone to install...
