in my case i was a victim of an ebay seller who was auctioning off stuff he did not have. what was even worse was that he had a perfect record just until the time i bid, and then everything went to hell. hundreds of other people got caught out too. after 2 months of runaround with paypal and ebay, he was shut down and my money chargebacked to my card thru paypal, but they docked me fees and the exchange rate was worse than at the time i made payment, and i ended up losing almost $200

so yeah paypal is not on the top of my list
