Morris and I went thru a lot of R&D on this subject. Dr. G has been the only one I've personally seen to have conquered the ole slipping-belt-cause-we-want-more-boost-syndrome.
If memory serves me correct, to achieve 12 psi you will need a pulley smaller than the 2.62. If Vortech doesn't make it, you'll have to have someone make a custom one for you. As someone else mentioned, stock internals are going to come into play pushing that envelope although I've seen a couple of guys run over 10psi on stock internals.

I made 398hp with the 2.87 pulley so that may be a good start.
Edit.... That should read 389hp
The 2.62 I think was good for 11 psi, dont hold me to it though that was a long time ago.

PS the pulleys are only about 100.00 but then you have to worry about the possibillity of slippage. Thats why I went to a custom cogged setup. Like Jamie says though the prolem can be overcome.
