They will pass smog but not visual inspection. The defoulers wok amazingly great!

How hard are these to install, will they fit a non awd 250 sport?

They are made for IS250 RWD only. I cannot promise nor confirm they will fit an AWD. I would take them to a proffessional or muffler shop to do, I took mine to a shop since lifting the car is a must. It is a labor intensive job, but doable in a weekend.
