The rear fogs are common in europe and japan anywhere that has heavy heavy rain or fog... US cars don't really have them, but in some japanese and euro car have a spot for them in the rear tail. I turned my wife's is350's rear fog lights into regular lights, BUT in order to truly have them as rear fog lights you need the actual combo switch and I module or relay to do so. Other than that if you get the tails with the rear fogs and just simply install them you mind as well have them hooked up to the your regular lights.
Another example would be in most BENZ or BMW's I had a C300 with the rear fogs... my best friend just had to buy the switch for his 1m to have the rear fogs working.
As for the lexus you can have the dealer install it for you, but that's gonna cost a lot and looking for the combo switch itself is kinda hard, unless you A: know someone from the UK or JP anyone outside of the US.
I would totally get the tail lights but I like the 06-08 tails... but there is that spot to put the "rear fogs lights" in..
