Unhappy Steering Wheel Vibrates at low speed and then around 75mph

I bought MY00 2WD about 3 weeks ago with 136k miles on it. It had 20" wheels and tires and had pretty bad vibration on the wheels.

i ditched the 20" and purchased stock 16" wheels and tires, had them balanced etc...

vibration got much better, but still had vibration at low speed. I went to get it rebalanced 2 days ago at the shop where they originally put them in.

Vibration still existed, i took it to Americas Tire Co the rep told me since i had the aftermarket lugs the wheels are not centering properly, so i got OEM lugs and they REBALANCED AND checked all the wheels again.

i still have vibration under low speed and around 75 mph.

should i do Alignment next?

i am frustrated

rotate your tires, if thats not the case might as well get your self an alignment might be your caster thats off. good luck.

checked the alignment it is fine..

anything else???

Could also be your shocks or the lower suspension arm bushings going bad.
