Steering Wheel Vibrates at low speed and then around 75mph

I bought MY00 2WD about 3 weeks ago with 136k miles on it. It had 20" wheels and tires and had pretty bad vibration on the wheels.
i ditched the 20" and purchased stock 16" wheels and tires, had them balanced etc...
vibration got much better, but still had vibration at low speed. I went to get it rebalanced 2 days ago at the shop where they originally put them in.
Vibration still existed, i took it to Americas Tire Co the rep told me since i had the aftermarket lugs the wheels are not centering properly, so i got OEM lugs and they REBALANCED AND checked all the wheels again.
i still have vibration under low speed and around 75 mph.
should i do Alignment next?
i am frustrated
