if i use meguiars scratch x , should i follow with a swirl remover?

It would be a good idea. Anything abrasive enough to remove scratches will often leave swirls and haze, especially visible on dark colors.

On white the Scrach X will polish out well visibly, but it's a good habit to always finish with the finest abrasive you can.
