Heat it up with a hair dryer in the vicinity of where the tape lies, and then immediately run some monofiliment fishing line under the visor and tape, and work it across the bottom of the visor till it's loose. Works great, and won't harm the paint.

Any residue adhesive can be removed with a citrus cleaner or some 3M Adhesive & Wax remover. Wax after that and you're done.

It would likely work ok even without the heat from the hair dryer, but it's a bit safer for the paint to loosen up and soften the glue first. You can simply heat one foot of it at a time and follow it with some thin monofilament line. Work it like you're polishing a shoe, back & forth. Little by little you'll get it.
