How do I get road tar off my car and inner fenders?

Any Bug & Tar remover, or even WD40, will work for the painted parts. Re -wax the area afterward.
For the fender wells, you can use the above or something even stronger like lacquer thinner if you want something that cuts it fast.
Don't use lacquer thinner on the painted parts though. Cheers.

The Saturn brand bug & tar remover works the best. It dissolves tar on the spot to make effortless cleaning.

At any Saturn dealership. (duh)
It's in a huge steel canister that can last a lifetime (and pass on to your heirs, too.)
