I had my car painted a few years ago and the paint has begun to chip at various spots around the car. I noticed from the chips that the stock paint color is still on the car and shining better than the crappy paint job... I wanted to know if I would be able to wet sand the top layer of paint off the car to reveal the stock paint... is this feasible ??

Ginessgold, I'm, afraid you'll never be able to perfectly sand away the "repainted" part and get to the "old" stuff. Not to mention the stock paint was scuffed up real well in order to spray the refinish paint over it, meaning it's in bad shape under there even if it wasn't too bad to begin with ( though it must've been or they wouldn't have repainted it).
The other problem is that, unless you have black onyx paint, you will have basecoat / clearcoat, and your color coat is a non- shiny paint. The clear is what gives the shine, and it's impossible to remove the new clear and find the "old" clear.
Wetsanding can solve some surface issues such as mineral and sap induced etching, orange peel removal, scratches etc. but it can't, unfortunately do what you had hoped, sorry.
Save up to have the bad panels repainted and you'll be a happy camper again, cheers.
Back from my vacation, hello again everyone!
