Kind of like asking if it's safe to use a rotary buffer...
Same answer; Yes, IF you understand the dangers and know what NOT to do, and the way to use it properly. If you use it in close proximity at too high a psi. then you can tear off taped emblems, moldings. trim etc. On repainted cars, I've known people that have stripped off (poorly prepped) paint with one.
Common sense never was more necessary than when using a pressure washer. Personally, I've never used one to wash a car because in my experience, they never get a car as clean as with mechanical (i.e.=HAND) agitation via a wash mitt and car wash soap.
That's just me though.
