My black 1994 ES 300 was parked in my driveway over the
weekend while contracters next door were spraypainting
the neighbor's house white. It was a windy day and there
is a very fine mist of white paint all over my car (hard to see but
feels very gritty when you rub your hand over it). I am going
to demand the developer pay to have this resolved, just not
sure who I should be speakiing with to do the work. I'm
thinking the car needs to be compounded to remove the
residue. I can flake off with my thumbnail or small amounts
of scratch remover but that would take me forever to do the whole
car/ Should I approach my Lexus dealer or a professional detailer?

Have you used claybar before? That's the first thing to try.
If that doesn't get it all then come back and let us know, and we'll go to plan B.
It's safest because it doesn't remove the factory paint like compound does. If you are reticent to use it, take it to a pro detailer and pay him to do it. Good luck!

Claybar should remove the spray paint from your paint. I once tried to paint something on my car with spray paint and had to mask everything else. Seems I missed a spot and was stuck with a very, very light coating in certain spots of white spray paint. I clayed over the area and it removed all of the spry paint.
good luck!
