I have use this same clay bar 2 times last year and I am getting ready to detail my car next week. I was wondering if its time to get a new one or just use the same one?

This is the reason why you should always divide an original, unused clay bar into 3 or 4 pieces first. You'll have clean new pieces to work from when one or 2 get dirty/ contaminated.
Rule of thumb for your current situation; 'when in doubt-throw it out' (Johhny Cochran would be proud)

The best way is to cut the new clay bar up into multiple pieces before use. I like to cut it up to use a different piece and use a new piece for a different section of the car.
A new clay bar can get contaminated pretty fast depending on the condition of the car, so the amount of times you used it doesn't matter. A friend of mine left some pretty nasty scratches in his paint when using his clay bar for the second time (first time his car was filthy). Personally I would just buy a new one.
