I use 303Aerospace protectant for all my plastics, vinyl, rubber, dash, tires, engine hoses, etc.
It has a UV blocker which is important for parts that are exposed to sunlight, like your dashboard.
BTW, it can be used on leather too.

Best cleaner I've used for this is Meguiar's Quik Interior Detailer. UV protection, absolutely no streaking or shine, just leaves a new dash look. No issue with getting this on glass or plastic either.

i 2nd the quick detailer from meguiars.
I also use Vinyl & Rubber Cleaner/Conditioner from meguiar's as well. Here's a brief description courtesy of meguiars...
"Many other products simply coat vinyl and rubber with shiny silicones. Meguiar’s remarkable alternative gives you professional results by penetrating and cleaning, while conditioning and protecting against UV damage. All while leaving a rich matte finish."

For one thing never use ArmorAll unless you like that greasy look, but over time it has a negative effect on the dash. I use Meguiars Mirror Glaze Professional Vinyl & Rubber (tan bottle) cleaner/conditioner for that matte look. If I want a slightly shinier look, I'll use Meguiars Natural Shine Vinyl & Rubber Protectant (red bottle). Good thing about the red bottle is that I use it on my tires too for that slightly shiny clean tire look. If you have an older car with tan interior try some Mr. Clean magic eraser. It cleans out the dirt in those unsmooth areas really well.
