Default removing carbon buildup from exhaust area

So I have been running overly rich for a while now and I have a lot of black carbon build up / soot on my bumper around the exhaust pipes. Does anyone have any ideas on what to use to get it off without messing up the paint? Tried soap and water it didnt work, also tried tar remover it helped but not enough. I would like to try goop off but am afraid that it may mess up the paint.

Claybar should work, also some fine polish/swirl remover, or a solvent cleaner/ sealant such as Klasse' All In One (a cleaner wax will likely also work).

Meguiars "speed glaze" thats what my detail shop uses and it works GREAT.
