Pearl white touch up paint require base coat?

Pearl white touch up paint require base coat?
I ordered an OEM Lexus Pearl White touchup paint (#051), but it is clearly (no pun intended) not opaque enough for true touchup--the underlying color is very apparent. This is true of using a grey primer underneath...it looks almost as if the touchup paint is mostly the pearl with a little milky color to it, with the grey primer really showing through.
So what is the deal with using the Lexus #051 touchup--does it require another code of white underneath it?
FWIW, the intended application is for the plastic bumper cover (kind of a yellowish-white color when bare down to plastic).

ive got that pen yes it scared me too
first you apply the white [and freak out while it drys and doesnt change color] then apply the clear pearl coat on top [and calm down cos u realize everything is a-ok]
i cleaned the area 1st w. bug and tar remover no sanding ... cant even remember where a couple of the marks were now

Yes I do have the pen/brush. I don't see 2 sides to it, since the cap contains both the pen (tip) and the brush (unscrew the cap). The other end of the pen is just the end of the canister.
Car is a 1990 LS400 with Pearl White (051) and lower panels are grey. The bumper is both colors, separated by a chrome strip. I am trying to touchup the white top part of the bumper (the part that faces straight up into the sky).

OK--this is what I have. Under the clear cap on top is the pen, and if you unscrew the top, the brush is underneath.
Granted, I only used the brush, but the pen tip can't possibly be accessing a separate reservoir with different paint?
Also, there is no "B" or "C" designation.
