You are going to have to remove the tires. That way you can paint the lip area so it doesn't flake off. Factory finish is powder coated/baked on, so anything will do is almost going to be a temporary fix.

The best option would be to have the wheels powdercoated. Powdercoating is much more durable than painting and comes in a wide varity of colors.
If a shop is close at hand, I would powder coat then the color of your choice and then have them add the clear powdercoat on top. Its the only way to fly.....
