the sc i bought came with a very thick paintjob like they dipped the whole frame in a bucket of black paint, overall a bad job done with drip down on the drivers side door, i bought the car for mechanical reasons and price if you ask, anyways i dont have the money to get a decent paintjob at the moment and i was wondering if maybe wetsanded with a 2000 grit i could take a coat or two off and then polish wax ect and make it look decent? opinions?

Sounds reasonable, but...the problem is, you don't (and can't) know how much paint is on the topcoat, nor what's underneath it.
Have you ever block wetsanded before? If you have, you may just (with extreme patience and skill) be able to transform that paint.
I've removed drips and runs etc, but there's a learning curve and it's likely you'll make mistakes.
In the end, if you feel it's worth the risk, then you've a great candidate to learn on. If possibly making matters worse (if that's possible? sounds pretty bad as it is) isn't something you want to do, then either hire someone to do it, or live with it.
Is the paint single stage or clear coat?

If that's the case, you need to worry that there's simply too MUCH clear on there. Contrary to popular belief, there IS such a thing as too much paint on a car, because after a certain point, it will start to craze (micro cracks).
If it were me, even if I didn't have the experience that I have in wet sanding, I would learn and give it a shot.
Sounds like you've not got too much to lose if it looks that bad now.

If you have runs in the paint do not wet sand it down. You will take the paint off the surrounding area down quite possibly burn through. Take a new razor blade and scrap the run it self till it is level with the rest of the surrounding paint. Then wet sand the area to smooth it out. Hopefully for you the run is in the clear coat and not the base coat.
