If you are just using PlasticX and it just temporarily fixes the problem it is more likely you have some kind of residue or fine scratches that is not being removed by the PlasticX but is just being hidden or lightened for a short period of time. You most likely need to wetsand them to get this residue off and make them completely smooth. You will then need to polish them with a machine buffer to get rid of the haze and fine scratches caused by the sand paper. Afterwards you need to apply a good coat of protection over your headlights. My advice would be to wetsand with 1000 then do 1500 or 2000, polish with a PC with a medium cut polish like Menz IP, then a finishing polish or PlasticX. Clean headlights with an alcohol/water solution to get the oils off and either clear coat them or put a good sealant like Zaino AIO followed by Z2 or Klass AIO or Collonite 476S. Reapply wax every so often and repeat process when your lights turn yellow/hazy.

Actually wetsanding will help it. That yellow is the clear coat actually discoloring. Wetsanding strips off the the clear coat that is why you need to apply polish and wax every now and then to protect the headlight from sun since clear coat will be no longer there.

The only "permanent" remedy (side from replacing the lens) would be to spray some catalyzed clearcoat over them. The same paint that's on the car.
That would provide a new layer of stable UV. You wouldn't want to wetsand that though, or you'd soon be right back where you are now.
Some wax/sealants have UV40, but it will still only last so long (days to weeks), you need to spray them to get the best bang for the buck with longevity.
