To answer your question. A buffer like the cheap WaxMaster is useless as a polishing tool. You really need something like the Porter-Cable 7336 or 7424 to apply a polish. Tools like the Waxmaster are ok for applying and removing a wax but just don't have the power to remove swirls or light scratches.
Once your paint is properly prepped, wax can easily be applied and removed by hand. The wax is not what makes your paint shine it is the polish. Wax just seals in the polish and makes it look good longer.
To make a long post short, save your money until you can buy a quality tool.

FWIW: My father-in-law had one of his Lexus' detailed by a less-than-expert well-meaning individual who used a buffer. The swirls were simply AWFUL. Fortunately, one of the owners of his local Lexus dealership and him are buddies. The dealership managed to save the finish. It BTW is dark green.
Also, many years ago, I was a national merit scholar in english/grammar, but simply have forgotten most of that stuff. So, feel free to offer grammatical and spelling assistance. But, I ain't too sure that I wants to be holding hands with y'all.
