Cleaning spots from instrument panel?

Cleaning spots from instrument panel?
I just purchased a 2004 ES330 and am trying to clean up the interior. All three of the round tinted plastic covers on the instrument panel have what I thought were water spots on them. I tried water and a moist kleenex, no help. I used Plast-X and a microfiber towel, also no help. Any input is appreciated.

Here's s great product that has work for me in that situation before:
Meguiar's No. 17 Plastic Cleaner is a non-abrasive cleaner that removes fine "hairline" scratches and grime from all automotive, aircraft, boat, motorcycle and residential clear plastic windows, windshields, and screens. Follow with No. 10 Plastic Polish.

If the spotting was caused by a previous owner (or detailer) spraying a silicone based protectant near the area, you may not be able to fully remove them. Silicone penetrates the clear plastic beyond the surface...sometimes replacement is the only cure.
If it's NOT silicone contamination, Angelo's suggestions should help greatly, and even if it is, may diminish it enough you don't notice it as much.
