That does look like some sort of product that was wiped on and it's basically sitting on the headlights. What types of polishes have you used so far? That would be my first try. Have you considered claying it yet as well?

I didn't see this mentioned, but are you sure that it is on the outside? Just want to make sure.
I would note the texture of the damaged area, and after polishing see if there is any difference. It could be a case that the plastic is etched due to some harsh chemical being used, and the damaged area is actually BELOW the normal surface. If that is the case, polishing might not help. So note the texture before and after and that might help us to diagnose the problem and the solution better.

Looks like there could have been an ammonia-based glass cleaner or some other chemical wiped on the plastic lens and left to dry.
A headlight restoration kit would solve the problem. The new Mothers one I've used on older headlights to restore them and it worked great!
I'd definitely try the polish first with the ball, but if that doesn't work, you'll need to use the restoration pads.

On further thought, looking at the chips on the front of the vehicle makes me think that if those lenses were "restored" with a cheap headlight product that adds a new coating, it could be that restoration coating is going bad -- but you can remove it with the kit shown above.

I would say thats good! Based on that I'd agree with edwin above and go through the options that have been presented, least aggressive first until you find success - clay is obviously pretty easy/almost no risk and you may already have it and is useful otherwise anyway; polish would probably be next IMO... if those fail, you could move to the restoration kit, etc.
