Great pictures. Those spots could be the result of road conditions, or the wheel cleaner you're using, or the lack of wheel cleaner. Either way, simple to fix.
You'll need to polish the wheels, and it can easily be done by hand using P21S Finish Restorer. A little dab on mf towel, and work in the polish and you'll see it pulling some of the tarnish off the bare metal. You can later use a safe wheel cleaner that P21S makes and that problem shouldn't happen again.
