Default What is this?? Help please

Hey so two weeks ago I dropped off my car to get my trunk/bumper and mirror fixed and painted. When I went to go pick it up I saw marks all over the hood and driver side fender and a little on the front bumper. The marks looked like holographic (if thats the right word)
I told him about it and he said he never seen anything like that before, so he buffed everything and it "came out" later that day it slowly appeared again but only on one little corner of the hood. Now its back where it was before but it isnt as noticeable.
You can only see it when you look at it in the sunlight at a angle.

Only pic I could actually capture the marks.

What can I do to take it out? I worked at a body shop for a while and I never saw anything like this.

That's really weird. My bet is it's under the clearcoat if buffing the "****" out of it didn't do anything. Maybe they didn't properly strip the wax off the paint before repainting that panel?

Wash the area then clay it. Inspect and if needed compound a very small area and check.
