I have a few small cuts on the back of my steering wheel. I can only guess I had something in my hand (keys perhaps) and grabbed the wheel. Anyway they are very small, but I can feel them when ever I am holding the wheel. Anybody know of a good way to fix that? My first inclination would be to take a sharp knife and just cut off the flap of leather, but that could make it worse.

I think it would make the worse. I have the same thing. It was caused by the zipper of my jacket scratching the wheel as I get in and out of the car... I don't have a motorized wheel that moves up and away from me.
I simply used some leather wipes and wiped it down, then smoothed it out with my hand. I didn't have big flaps like you, just small ones. Eventually, it wears down so there's no flap anymore.
