I have just about as many rock chips on my IS-F as I can handle. I was wondering whether it would be a better option to go ahead and find a shop that can sand down and and touch up the smaller areas and and repaint the larger area such as the bumper? I basically need an opinion on how to address all of the imperfections in the paint and then slap on a clear bra to prevent any new ones...

I agree on the repaint and clear bra. The clear bra is a paint protection film, which you can elect to have the whole hood, doors, bumpers, or even the whole car done.
