Default how to remove touch up paint?!

So I got a new car and the previous owner used touch up paint to cover some nicks on the hood. Now the thing is that they used the wrong color. The car is blue and they used black touch up paint, so it looks horrible. Any suggestions on how to remove it without hurting the original paint?
Thanks

remove the old touch up paint with low grit, then replace with the proper one. then start with high grit and buff to a perfect finish.

oh and use tape.

How do the touch ups look? Is it like a rock chip where it gets filled in partially or is it a blob that covers the entire paint? In any case, it'll probably be best to lightly wetsand the area until it disappears then polish the surrounding area then fill it in with the correct color. If its just the hole where it is filled in partially, it'll be the easiest DIY yet since all you do is scuff the inside up some then fill
