Clear coat on steering wheel worn out

The top part of my steering wheel has the clear coat worn out. The previous owner must have very rough hands. Is there a way to put on a new coat of clear just on the worn section and without removing the steering wheel? Any ideas? Thanks.

For best durability, you'll need to use an automotive 2 part clear (clear+ activator) which will have the same UV protection the paint on the car has. Common brands are DuPont and PPG, Sikkens ...
I don't know how you'd do that without taking the wheel off, since you'll need to spray it from different angles for complete coverage, but...i suppose if you mask the entire passenger compartment/dash well, and have a small detail spray gun...anything's possible I guess. You don't want that overspray getting on the seats or panels, it can be near impossible to remove without damaging the material.
FWIW, a shaker can of clear won't give you much in the way of UV or durability, since they are non-catalyzed, but in a pinch should last a few months to a year if prepped well.
