Sadly, there is no easy cure for this outside of a respray. You can try a light polish and a coating like C-Quartz or OptiCoat 2.0. OC2.0 claims to have the same UV protectors that are in your clear coat. These are considered permanent coatings but they are not as thick as the original clear coat and may not look the same. If you polish, remember the base coat is very soft so tread lightly.
What are you dealing with? What color and where on the vehicle? I recall that Lexus had a problem with the side mirrors on many of their vehicles that were painted in the Bamboo Pearl Metallic color.
Have you asked for a quote from an independent painter for a respray of the clear? It may not be as expensive as you expect.

You can potentially stop the failure by applying a coating such as Opti-Coat, however you will never be able to polish it or blend it in with the other non-failing paint.
Clear coat failure can be easily avoided with proper maintenance. Proper washing and waxing on a regular basis is all you need!
