Refinishing - cleaning oxidation stains - how to clean?

So I picked up a set of SSR Visconti LXD wheels and they all have the stains you can see in the picture below near the end of the spokes. I tried to clean them up with wheel cleaner, buffed with Mother's "power metal" polish and nothing so far. Would clay bar do the trick or do I need to have them blasted and refinished? Maybe you could this a try http://www.chemicalguys.com/Metal_sh...spi_102_16.htm they claim it helps oxidation
