Default Dash help for a new owner =(

So I have this very sticky substance on my dash. I have used some ICE synthetic cleaner, 409, and windex. It seems those cleaners are not penetrating the substance. Super sticky, tried wiping it off but it just adheres to the microfiber towel. It looks like dried up sugar water, but has the stickiness of tar?

What do I do?

I know some of you are gonna cringe when i ask this, but how safe is goo-off on the black dash?

To me, this does not look like a contaminant on the dash, but rather that your dash itself is failing. Is this a second gen IS? Google "Lexus IS melting dash" or check out this thread for more info.
