Server oxidation can it be saved?
Can anyone help me. I have neglected the paint on my car. No excuses. Just plan laziness. There is a the front fender was taken the worse hit. In the past I tried to restore it and it worked for a while, but came back. Two questions can this be saved and if so how should I proceed. I have a porter cable machine, but need some direction on how to proceed.

Given that this is isolated to this one panel, I would assume the fender has been repaired/repainted and the paint (clear coat specifically) was either not a high quality and/or not applied properly.
Also, as the OP indicated, it was likely not properly maintained either which accelerated the failure.

Repaint the fender. It is clear that it's been repainted in the past anyway. That doesn't just happen. Not washing/maintaining your paint has nothing to do with what you're dealing with.
Haven't washed my mom's 97 Toyota in many years. Paint is still very shiny and car sits outside always.
What you have there is the side effects of a crappy repaint.

Yep, like already mentioned, looks like a very low quality clear coat was applied with substandard uv protectants on that panel. Nothing wrong with the underlying base coat so a complete repaint on the panel will not be necessary. The clear coat needs to be wet sanded and clear coated again for sure...

Someone likely used water base junk clear. Water base is why all the paints or clears on newer cars flake off.
Usually its just the base coat that is water base and maybe if your lucky a urethane or heat set clear coat. There still seem to be some sticktion or adhering problems to the water base crap.
As a side note Boeing does not use water base on airplanes. Nor are any bridges painted with it either. why?

If it is clearcoat failure from a low grade clear from a repair you may be able to get away with carefully wet sanding away the old clear and re spraying a 2K clear like SprayMax 2K though I don't know how well it is going to bond to old paint and how long that would last. You are supposed to apply it to fresh paint so it can properly bond.
You could sand and Spray it yourself for less then $100, Spray max 2K clear is around $20, if you are going to re spray paint the bumper which might be a good idea a urethane mixed aresol spray normally runs around $20 per can. You will need a respirator with the Spray max 2K clear.
