How do I get rid of all these white dots?!

How do I get rid of all these white dots?!
I'm in desperate need for a full detail with all my swirls and scratches. But what concerned me is all these white dots. I tried claying the area today to see if they would come out, but it did not work. The dots feel smooth to the touch. Will compound/polish with a DA do the trick or is it something worse?

That looks to be basic road rash... light pitting caused by minor impacts to the front end while driving. Nothing you can do now.
The swirls and other superficial defects can be corrected though.

+1, rock chips. Get the bumper re-sprayed and go clearbra.

I guess eventually I'll have it resprayed and put a bra in it. Is there anything I can do to make it less noticeable for the time being? Can't notice it much from a distance, but once you get close, they stand out. I tried the Dr. Colochip road rash kit, but it only worked on the chips that actually felt rough to the touch. Since these are smooth, it didn't do anything to them.

I agree with what was said above. The only real fix for that is to repaint the effected areas and do PPF soon after AND don't tailgate/avoid driving behind trucks.
Looks like you marred up the paint pretty good trying to clay bar it. I always say, try a small area first and see if you are getting any results before proceeding to do the entire panel or car. Now it's going to be difficult to polish out all those nooks and crannies on that bumper if you decide to not repaint it in the near future but wan't to get rid of the marring.
