It honestly looks like it is deteriorating underneath and would best be replaced but you can try a clear plastic restorer that also works well for headlights.

I would just replace that. Whats happened is the exterior plastic cover has a UV coating that has failed, its similar to when you see yellowed headlights. If you really want to restore the emblem you have, it needs to be wetsanded, polished out and then clearcoated.
