Paint Job on Bumper
I've had a pretty bad experience with a garage (recommended by my insurer) to replace a bumper. This is the 2nd bumper they install, the 1st one was a cheap aftermarket that had a horrible fit. This 2nd one needs to be repainted as it doesn't even come close to matching the rest of the car.
The insurance company has agreed to pay for a repaint but they insist on using this same bumper. The garage I'll be using for the repaint (recommended by a friend) says they can't just sand the old color off and repaint, especially because the original garage painted too far down on the black part of the bumper.
Is it normal for the paint to go this low? Can this all just be sanded off and painted properly again?

Painting over someone else's work can be fine or a recipe for disaster if I was a shop I wouldn't do it there is no way to guarantee quality of work. Meaning the paint might peel off. I'm with the paint shop on this one need a new bumper to work with.
