Default Starter or Ground issue?

1993 Ls400
I turned it off the other night cause i noticed a lil bit of steam coming from driver side coolant purge hose and it has been doing this since. I went to tap the starter while someone tried turning the car over and car started smoking from both positive and negative battery terminal wires. I’ve replaced all fuses and relays and still it makes one click when i go to turn it over. Someone please help me figure out the issue before i tear apart the car and replace starter. Mind you it has new battery, alternator, full tuneup less than 500 miles ago, timing and water pump and all seals and any other preventative maintenance you can think of besides the starter… If you listen towards the end of the video you can hear the starter clicking over multiple times, unless that’s not the starter. This is my second time posting this, people told me it could be grounds but all the ground connections i could find were fine. I just want to get it back on the road asap.
