Here is a demonstration I made. The higher circle is with #1 right side up. The lower circle is with #2 right side up. The flange was rested against the aluminum perimeter of the recessed mouse pad.
It's about 4.76mm at the gap in between their circumferences.

edit: Although I gotta say this 4-bolt crap has been a problem since I first bought this thing....I'd love a 46mm v-band precision.

It's a TiAL 4-bolt style 40mm "Sport" wastegate.
Well it is not too late...but that would entail me ditching this wastegate and new flange (at a loss) and then sourcing a used v-band wastegate and it's flange. I'd rather just fix this problem than waste more money.
edit: Although I gotta say this 4-bolt crap has been a problem since I first bought this thing....I'd love a 46mm v-band precision.

So I just did a test fit with the flange and wastegate and they actually line up dead on. The wastegate hole is also off center in relation to the bolt holes. Now when getting the flange welded to my manifold do I do it with the tapered end attached to the manifold or with the flat end attached to it? I'll post pics right now of what I mean.

Does this wastegate have a "fire ring" or valve seat? The lipped edge side should fit the fire ring and seal it. The 2nd picture where you see no edge should be welded to the manifold.
Ok lemme edit that, from what I am seeing you have two flanges right now? The wastegate has a flange that mounts to the valve seat side, and then you have a second flange for the dumptube? Play with the assembly of the wastegate to the flange and see if the fire ring fits into the groove, if so then that side is meant to bolt to the wastegate.
Here is a diagram of the two F41 flanges:

My PTE wastegate is v-banded, but the 2nd flange they included for the dump tube has a lip inside of it that allowed the dump tube to slip into the groove easily for welding. This could be what the lipped edge side of the flange was meant for.
