Yes, I remember that incident......driving back from Beckley, and having to get new tires enroute. I thought this image may have been from something more recent.
In some cases, if you take a picture of the pothole and the wheel/tire damage and submit a claim, you can be reimbursed by the State.

Makes me glad I live in Vegas. Our roads are relatively pothole free due to the rareness of freezing temps. Most of the roads I travel on are very smooth and well maintained.
They did just initiate a repaving project on the main arterial road near me, and it looks like they half-finished it and gave up. In one spot there's a pothole they created about the size of a manhole cover. I avoid that like the plague. They did come out and fill it in, but they did a poor job.

MDOT doesn’t reimburse for potholes. One of the tires is covered by TireRack’s road hazard warranty.

At the same time, I can't help laughing when I think about the tremendous run around in circles trying to get something like that resolved. Haha

It reminds me of when I switched to T Mobile and the hours and hours spent trying to get them to pay me the phone payoff incentives…which they never paid lol

I actually did get a full set of wheels and tires replaced a few years back, though from a misplaced covering plate not a pothole. Took a while, but the state made the construction company pay me.
