Some kind of sensor to let the driver know there's an infant in the back seat would be way better than this emergency braking thing.

Those stories break my heart and I know we'll hear about them shortly.

Non answer.

The actual answer is capex is put towards saving lives if it also financially beneficial to do so. Emergency braking is actually a part of collision avoidance done properly this not only saves lives but a whole pile of money as well.

If the number one cause for fatal accidents is speeding, and they're saying this will only save about 350 lives per year, then they're not targeting the true reason, now are they?

Saving lives is not an arbitrary either/or choice we can do it in many ways. You're not being logical.
