I remember seeing that device several years back as well......excellent idea IMO 
I think that should be an option to install on this side of the pond (with HUGE insurance discounts!) & those who get injured from it while trying to steal someone else's property deserve everything you get! Have a warning label on the window's to warn a possible theif......if they ignore it then.....you will be sent a Darwin award! & an Aloe plant! (we can't be responsible for someone else's stupidity!) 
& have the law state that the burned party must now wear a huge sign at all times for the next 5 - 10 years saying "I'm the dumbass that played with fire & got burned" (geez......lot's of letters for a t-shirt eh?) ]

It should be offered as either standard equipment or at least as an option on cars.....at any price! It should also be backed by the insurance industry......simply because premiums are so high! I guarantee car theft rates will drop BIGTIME!!!
