Hopefully it's a female driver. It wouldn't look right if you pulled along side it and saw a male behind the wheel IMO.

Saw that when I was in Taiwan last year.

There are a lot more funny mods that Taiwanese people put on their cars.

LOL.. that's really cool.

I remember when I was little growing up in Taiwan, I used to see a family of 5 riding together on one of those 50cc. scooters carrying bags of groceries and long sugar canes.

Do you have a pix of people doing that too?
