I agree with much of what you say, even though I don't live or vote in NY and my opinion will make no real difference with the legislators. Two things, though, I want to point out for your sakes. First, revoking this law will it easier for car thieves....they will only have to remove one plate and replace it with a bogus one instead of two.
Two, you can't just SAY on the petition that there is no evidence that having only one plate compromises safety in the states that have it or that the value of "collector" cars will drop with a couple of small holes in the front bumper. You're going to have to SHOW some evidence that this is so. That may mean collecting some figures from credible sources. If you DON"T, the first thing that the legislature's committee lawyers will say is " Where did this stuff come from and why should we believe it " ?
