Fogs on when it's not foggy out are a no-no. It's not even pimp anymore, as a ton of cars now have them standard. They don't help visibility any, while they can contribute to blinding oncoming cars (and cars in front of you in your lane). That said, I do turn my fogs on if I'm in an unfamiliar area with no cars around and on a twisty, wooded two-lane road. I've hit a deer before, and it sucked. Any help in increasing peripheral vision is much appreciated at that point.
I'd run DRLs if I didn't like attracting extra attention from cops. I think the jury is still out as to whether they're actually effective or not, but I'm risk averse enough to have enabled them on my family members' cars.
I have my auto-headlight option enabled, so I usually turn on my headlights whenever the sensors indicate it's time to turn them on. However, if I didn't have that, I'd probably turn them on whenever it was raining, dusk or darker, or if I see a bunch of other cars with theirs on.

You guys don't have the auto lights function?
I got it on my Soarer, I let it do it's thing ... it's got a bit of time delay (for passing under bridges and stuff it'll only turn on the parkers so I don't screw up my HID's).

i turn them on when it's necessary....
since my parents are relatively sensible drivers...they always told me to turn on headlights when it rains or it's foggy so some dumb retard doesn't hit me because "he never saw it" (if he still hit me..well...that's another story). but it's rarely raining here in socal (except last winter...which i haven't the slightest idea where the damn rain came from). but it is sea-gunky and cloudy where i live rather often...so i use my headlights then(not that they can't see my red beastly brick hurtling along...but for precautionary purposes.). I also use headlights at night--like everyone else.

Since mine auto off when the car is off, I never touch the switch. stays in the on position forever. I turned them on a few years ago when I bought my first SC, and they've been that way since.
