Is there a site that lists all the service bulletins...
for all car makes? I thought it was NHTSA site or something like that. Can anyone lead me in the right direction?

Yes, AllData is one of them....the other one is Mitchell On Demand.

Both systems offer a few free samples...but for most things you will probably have to pay for them. Both systems are used by independent repair shops ( though not all shops have both at once ) to keep track of manufacturer-issued TSB's.
Some auto partsand supply shops have a free hookup in their stores to one ( or both ) systems...or will let you look it up yourself.
