99% of the ones in Chicago & the surrounding suburbs are Police Interceptors

Just look for the ones with a little bumper sticker saying "Police interceptor". Theres quite a few of them around - they can be had very cheap at the police auctions.

No, its a former police interceptor, taxi companies buy these a lot from the police auctions. Usually the cops just take out the sirens and lighs equipment, but everything else is there.

Also, I've seen quite a few real police interceptors here in NYC, disguised as taxis, and even a few Lincoln Town Cars with "Taxi & Limo Service" marking on the sides, that were actually disguised police interceptors.

I agree. A Crown Vic or Grand Marquis with the Handling and Performance Package (HPP) is a much better vehicle than the Police Interceptor, particularly '03+ model years. The package comes with dual exhaust, 3.27/3.55 rear axle ratio (depending on year), bigger front and rear sway bars, better shock absorbers and rear air suspension. Drives and handles like a dream. I know my Panther platform. Middle East versions of the car in LX or LS trim come with what's known as the Export Handling Package as standard, which is exactly the same as HPP, except it does not feature dual exhaust (it's standard across the range) and comes with a 2.73 rear axle ratio over the 3.27 the North American market gets. But it still gets the same shock absorbers, rear air suspension and bigger sway bars.
HPP used to be available on base Crown Vics and the Grand Marquis GS until '00, after which it became an option on the LX and LS trims. The Vic LX Sport and Marq LSE come with HPP as standard though.

I just have never seen taxi's like that here, some government vehicles have lights similar to police cars on the roof (road works etc.), I'm not sure they're equipped like real police interceptors though.
We have police cars that are unmarked, which means it looks just like an ordinary car outside, but have siren/lights inside the car visible from afar when they flash, but I'm not aware they have police cars disguised as taxi's . . .

There's a lot of them in NYC, the Manhattan Island. Some in Brooklyn/Queens/Bronx, but very rare. And I haven't seen them anywhere else.

I guess the reason that there are a lot of them in NYC is because theres a crapload of actual taxis in NYC, probably around 25% of all cars in NYC are taxis, and these guys drive like maniacs, so the disguised police interceptors are used to catch and fine these guys.
