In no real order but ascending according to price I'd look at the following:

Hyundai Sonata LX V6 ~ $23,000
Subaru WRX ~ $25,000
Pontiac Solstice/Saturn Sky ~ $25,000 (w/ options)
VW Jetta GLI ~ $25,000 w/ 6spd manual ($26,000 w/ DSG)
Audi A3 2.0T $25,000 w/ 6spd manual; $26,500 w/ DSG
Toyota Camry SE V6 ~ $27,000
Ford Five Hundred LTD FWD ~ $27,000
Acura TSX ~ $27,000
Subaru Legacy GT ~ $28,000
MazdaSpeed6 Sport ~ $28,000
Hyundai Azera LTD ~ $29,000
Toyota Avalon Touring ~ $29,000

You may be able to find some of these cars a little cheaper than list.

M.

If quality is a concern, then the LS430 is probably your best bet.

I am looking for a new vehicle
Gotta clarify something here, BUSTN. You said in the opening post you want a NEW car, not used, in the 20s price range. That automatically eliminates the S2000, GS, LS, BMW M-Cars, Evo, or STi....I don't know why they are even being discussed.
Depending on your exact needs, ( or wants ) there are many good vehicles in the mid-20K price range. You said speed and power is nice but not a primary concern. I assume reliability WILL be.
Be a little more specific on your needs and I can give you a lot of advice....and some specific recommendations. In the meantime, for general everyday driving, especially in lousy weather, it is hard to beat Subaru products in that price range. The Outback, Outback Sport, WRX, and Forester all sell more or less in that range.....22K to 28K. The WRX is an especially useful and fun car to drive for that kind of money, especially the WRX Sportwagon. Subaru also has what is probably the world's best AWD systems in the under-35K class.

Agreed, but most VW's don't have the reliability he is looking for.

Plus the fact that he mentioned wanting an LS430 or an M5 under $30k kinda hints its okay to look for used cars

There's no better value in the midsize V6 sedan segment than the Hyundai Sonata. You might sacrifice a little on features/optional equipment, but the list of standard equipment is impressive, and you get a 10 yr/100k powertrain warranty (5 yr/60k bumper to bumper) - which is great coverage.

The LX V6 sells around $23,000. Depending on the dealer sometimes you can even get the "Ultimate package" - w/ sunroof and upgraded audio - for under $24,000.

A great deal.
